Abstract:From January 2014 the Ministry of Transport, especially Rijkswaterstaat, will include explicit geotechnical risk management in contracts. The main reason is the high failure costs with a geotechnical cause in construction. The construction industry is eager to know how geotechnical risk mananagement can be implemented in organizations. Maturity models have been very successful helping organizations implement risk management processes (Ernst and Young, 2012). This research will therefore focus on the development of a geotechnical risk maturity model (GeoRMMM). Development of the GeoRMMM The GeoRMMM is derived from an existing risk management model developed by IACCM (2003): the Business Risk Management Maturity Model (BRM3). The model divides risk management in four components: Culture, Process, Experience and Application, these components are divided in subcomponents. The term “risk management” in the BRM3 has been replaced by “geotechnical risk management” to make the model suitable for geotechnical risk management. The adjusted model has been tested with help of empirical and theoretical work. Using focus group discussions with clients, contractors and engineering agencies is concluded that the components of the BRM3 are suitable for the assessment of the maturity of geotechnical risk management. The focus of the new model will be on contractors. The assessment of the components will be done using a Likert scale. After the focus group discussions, 178 conditions for risk management were selected in (geotechnical) risk management literature. The subcomponents of the BRM3 are adjusted using the conditions in the literature. 34 conditions for geotechnical risk management are included in the new model (GeoRMMM). These conditions are transferred to propositions suitable for the Likert scale. Test GeoRMMM The GeoRMMM is validated in three case studies with contractors. The model is tested on internal consistency, correlation between the maturity levels and own assessment of the organization, ecological validity and using propositions about the use of the model. The respondents were asked to give suggestions of improvement after filling out the model. The suggestions were used to improve the model. During the test it turned out that the purpose and policy according geotechnical risk management was not clearly communicated at the selected contractors. This caused a difference in perception of embedding of geotechnical risk management, which caused a great variance in the responses of the respondents. Conclusions The GeoRMMM gives a complete overview of the conditions for implementing geotechnical risk management. The GeoRMMM also describes the components in the organization that could be improved. The model has proven to be useful to indicate differences in perception. For this reason the model can be used for communication purposes. It is important to apply this model on a large group of respondents to get a complete overview of the organization. Another possibility is to select the respondents more carefully. This can be done by involving experts from specific business units, but it is also possible to select respondents with a greater overview of the organization, for instance from the management level.
