Abstract:Central America is a region continuously confronted by extreme hazards and therefore by natural disasters. However, a significant proportion of the damages and casualties could be reduced if people and institutions would have enough information and tools to make sound decisions. In recent years, institutions have been developing advanced services and methodologies to help in risk assessment (RA), but the problems are still far from being solved. A common definition of information models and information services would allow the assembly of robust applications to support RA. This research proposes a methodology to design modular services breaking down application multi-domain requirements and based on the principles of decomposition and abstraction (as an example we use a risk assessment application). For this purpose, we define rules that maximize their cohesion and minimize their dependencies, so that they are findable, accessible and combinable in a fast and robust manner. The resulting architecture is based upon an open service oriented approach wherein the modular services can then be used to assemble applications to support decision making. We also specify a reference model (a template) based on well-known standards (OGC, ISO and W3C compliant) to facilitate the construction of such Risk assessment services, our case study application. This reference model will add to our architecture an overall conceptual framework to build our modular services in an incremental manner and in a loosely-coupled independent set of applications and services.
