Abstract:By introducing managed competition in the Dutch healthcare sector, hospitals started merging together to strengthen their economic position and improve their quality of care. The Dutch Authority for Consumers and Market (ACM) assesses hospital merger requests. This thesis shows how the ACM has assessed these requests in the past and how the ACM wants to assess hospital merger requests in the future. In order to do this, multiple reports from the ACM were coded and analysed and an interview was conducted with someone from the ACM. It was found that the ACM keeps close to their legal mandate, which is assessing hospital mergers regarding competition. Even though, a totality of factors is considered. Furthermore, the ACM put a bigger emphasis on public interests and risks to competition from the year 2017 after receiving criticism on their assessments.
