Abstract:When Hurricane Sandy devastated the eastern coastal area in the USA in 2012, New Jersey faced a major problem in disaster management and response. Being confronted with the deadliest and most destructive hurricane for centuries, the city of Hoboken recovered and responded to this hazardous event by introducing a proactive approach to science based policy in which policy-makers collaborated with scientists to recover from the hazardous event and response successfully to prospective catastrophes in the region. With respect to various published policy documents, plans workshops and activities, this research project will assess how the emergency communication between public organizations and citizens contributed to social resilience. This single-case study involves a mixed-method approach of qualitative and quantitative analysis. The conduct of a document analysis and the semi-structured interviews will allow an in-depth look in the preparedness, response and recovery phase of Hoboken during Hurricane Sandy. Aim of this research paper is to provide an overview of disaster management and emergency relief during natural disasters and how community engagement increases resilience in society.
