Abstract:This research focuses on the High Representative of the Union for Foreign Affairs and Security Policy and national foreign ministers of EU-member states. There will be a discussion of what foreign policy is and which policy areas it covers. In the subsequent sections the powers of the High Representative and a Minister of Foreign Affairs, the German one, will be analysed in order to find out if there are any differences or if the High Representative is simply a Minister of Foreign Affairs under a different title. In a comparison, this thesis will conclude that there are similarities between the High Representative and the German Foreign Minister. Therefore they can be compared to a certain extent. Nevertheless, there are still many differences as for example the High Representative is more restraint through legislation or is not equipped with a full fledged diplomatic service. Furthermore in most cases the High Representative has to cooperate with other actors in the EU institutions as well as with the member states, before taking action.
