Abstract:Contractors prepare their bids for civil projects based on a the client’s demand specification. The client outsources the development of the demand specification to engineering agencies, such as Royal Haskoning. The most important part of such a demand specification is the requirements document. In the requirements document the client describes his wishes and demands in a functional manner (in the past it was normal that the client described his project in a way that the contractor could almost directly start building). The contractor shall assume that the functional demand is carefully and properly formulated. However, when proposals for changes in requirements occur during the use of the requirements documents, it’s shown in practice that these changes could have been prevented during the composition of the requirements. These changes take time and cost money. This research comes up with a solution with which the requirements document can be better adjusted to its use. The causes of the mismatch are mapped, based on 6 practical projects and a theoretical framework for the development of requirements. The framework is as follows: From a set of relevant findings, a theory of Requirements- and Configuration Management and in cooperation with professionals within the company of Royal Haskoning, a concept is developed for drawing up requirements documents. In general the recommendations for Royal Haskoning are as follows (the following recommendations point to the encircled parts in the Figure with the same number): 1. During the development of a requirements specification, several interactive sessions need to be organised to reach consensus between stakeholders about requirements and functions. The organisation of these sessions need to be continued during design and implementation phases. 2. Legitimacy of requirements is improved when every requirement has an initiator (requirement owner), a rationale (underlying thought) and a well-considered verification method. This ensures forward and backward traceability for each requirement. 3. (Changes in) Requirements should be administered in an intelligent web-based database, allowing management and facilitating traceability of (changes in) requirements. Support for this concept is audited during an expert meeting with professionals from Royal Haskoning. The true value of the concept for drawing up requirements documents has to be proven after elaboration and by application of the concept in practice.
