Abstract:Introduction: In 2015, the social domain decentralized. Purchasing social care was a new task for the municipalities. In combination with the complex context of purchasing social care (public procurement, service purchasing and the service triad), this led to multiple challenges for municipalities. Purpose: The goal of this research is to provide tools for municipalities to improve their purchasing process. Design: This research is a case study on the purchasing process in the Twente region. 14 interviews are conducted with relevant actors. Moreover, documents, meetings, and databases of the Twente region are used to validate the results. Findings: The challenges perceived are; low barrier to get a framework contract, large number of providers, and difficulties with checking, monitoring and managing the quality of providers. The most important methods to these challenges are; checking more document beforehand and concretize the specifications, contracting a maximum number, purchasing fully integral, (pro)active contract management, and developing risk profiles. Value: This research contributes that performance measuring and supplier monitoring are a challenge in the catalogue model. Moreover, this research is an empirical research, so this adds value to the limited research available on this topic and gives insight and guidance to municipalities with the same challenges.
