| Abstract: | This paper examines the process of administrative capacity building (ACB) through the practical implementation of EU structural reforms in Romania in the post-accession context. It particularly focuses on capacity building within the health system by local administration Forces at the local level in the city of Cluj-Napoca. This multi-level process is approached with an innovative theoretical design combining Europeanisation theory with the literature on the practical implementation of EU-driven reforms and administrative capacity building in developing countries. Theoretically, the lack of administrative capacity in the Romanian Health system is expected to hamper practical implementation. Local political support and the application of tailor-made strategies by a professional administrative apparatus are expected to increase the likelihood of efficient practical implementation of ACB. This descriptively explorative research uses the country-specific recommendations of the European Semester, the national- and local health strategies, to examine the implementation process of the ACB. In addition, key experts were interviewed to study in detail the practical implementation in Cluj-Napoca. The analysis provides evidence that the centralised health system severely limits the capacity of local administrations to practically implement EU structural reforms. It also reveals that political will is a crucial factor in shaping the local reform’s practical implementation. |
