Abstract:After the name dispute with Greece was put aside, North Macedonia encompasses higher chances of accessing the European Union (EU) than ever before. On the way of becoming a member state of the EU, North Macedonia must undergo several reform steps to comply with the EU accession criteria. Therefore, the EU practices outside pressures on the candidate country so that it receives a credible EU membership status. Reforming the public administration based on the Public Administration Reform (PAR) is one of the conditions the country has to fulfil as part of the acquis communautaire. The impact of the reform also entails the development of an accountable, transparent, and effective civil service that serves its citizens on the highest possible standards. This raises the question of whether North Macedonia meets PAR requirements. The longitudinal research explores EU reform compliance in North Macedonia based on qualitative data in the form of EU monitoring reports ranging from 2005 until 2018. The mainly explanatory study offers new insights into the actual contribution of EU monitoring on the civil service reform compliance. The study concludes that EU monitoring consistency has an ambiguous effect on rule compliance.
