| Abstract: | The Bachelor Thesis will focus on the assumption that the European Union constitutes a normative power globally, using the EU’s external promotion of the International Labour Organization’s Core Labour Standards (CLS) in third countries as a case study. As the concept of a normative power encompasses almost every dimension of a state’s or organization’s external action and is far too broad to deal with in a single thesis, only one but significant dimension shall be used and analyzed. Thus the overarching research question will be: RQ: To what extent is the European Union a normative power with regard to the external promotion of the International Labour Organization’s core labour standards in third countries? The thesis will comprise three analytical steps that together shall make it possible to answer the Research Question properly: (1) a conceptual analysis of the ILO’s core labour standards and their meaning in the European context, (2) an analysis of the EU’s role in the ILO, and (3) assessing and evaluating the EU’s normative power in third countries, using three of the most current and advanced international agreements, namely the Cotonou agreement, the CARIFORUM Agreement, and the EU-South Korean Free Trade Agreements, and the EU’s GSP+ arrangement. Based on the results of the three-step analysis, it shall be discussed if the EU constitutes a global normative power. |
