Abstract:Background: Routine Outcome Measurement (ROM) is the measurement of treatment outcomes at different times in order to monitor the progress of the patient during the treatment. ROM can be used to measure targets and improve treatment; it can be used as Routine Outcome Improvement (ROI). ROI focuses on the continuous improvement of treatment results. The Skuul is a treatment institution for people with addictions. The contents of the ROM do not fit the special character of the treatment. The ROM also does not fit in with the philosophy of the Skuul. They don’t want to use ROM to only justify themselves; they want to use it to achieve improvement. Objective: The first aim of this research is to develop an evaluation structure that gives insight to clients and staff in the progress of the treatment. This continuous feedback should set an evaluation cycle and emprovement cycle in motion. The second aim of this study is to align the evaluation structure on the existing registration and reporting in a way that is useful as a tool for ROM and can be used for external accountability. Method: First there were interviews with two therapists, one director, four clients, one referrer and one insurer. During a meeting with the soundboard a few questions were asked. Second, there was a focus group held with the staff. Third, there was a literature study to identify suitable instruments. Results: The following instruments were selected on the basis of the results: CQI (customer satisfaction), MATE 1 (substance abuse), MATE Q1 (desire), NEV (empowerment), SQ-48 (psychopathology and functioning), MHC SF (positive mental health) and MANSA-16 (quality of life). The evaluation structure could look like this: there are multiple moments of measurement and feedback takes place for clients, staff and stakeholdes in order to achieve understanding of were the treatment needs improvement. Discussion: The following recommendations are made to practice: multiple moments of measurement, feedback takes place for clients, staff and stakeholders. Staff should be trained in evaluation, improvement and maintenance of the change benchmarking should be done carefully.
