Abstract:The enlargement process and framework of the EU is based on a political instrument; EU conditionality. This refers to a set of conditions defined by the EU, which have to be met by the candidate countries in order to join the EU. The purpose of this research is to examine whether there are differences in the adoption process of Western Balkan candidate countries concerning anti-corruption measures of the EU. I explore whether the conditions of EU conditionality are effective in this process. For this I use the theory of Schimmelfennig and Sedelmeier’s EU external governance models to explain the degree of compliance of Montenegro, Serbia and Macedonia. The first model is the external incentives model, the second model is the social learning model. In this thesis, I investigate whether there are differences between the candidate countries in adopting the anti-corruption measures of the EU and how these differences can be explained.
