Abstract:This Bachelor thesis focuses on locating policy positions and successfully lobbying interest groups in EU gender policy-making. In 2012, the Commission launched a public consultation on a legally binding 40% female quota for executive boards of large companies listed on stock exchanges and shortly after presented a slightly different legislative proposal. The case study aims at uncovering what the policy positions of the Commission (pre- and post-consultation) and of the interest groups participating in the consultation are. Using EU press releases, the legislative proposal, and the submitted contributions of the participating interest groups as the relevant documents, policy positions are located on a one-dimensional scale through computerized text analysis using the scaling text method Wordfish. According to more recent influence research, interest groups who lobby for the same policy outcome form lobbying coalitions. The study results hence reveal which lobbying coalition might have lobbied successfully during consultation in terms of having moved the Commission’s position closer to its ideal preferences. The measurement validity of the computerized results is tested through determining policy positions of a random sample by hand and calculating the concordance correlation coefficient of the different estimates.
