Abstract:This research analyses how the decision making process develops with regard to three selected Dutch housing concepts for newly built houses. Within the current construction industry there is little known about which specific characteristics of an innovation contributes to the adoption of a new housing concept. In addition, little is known how a professional principal decision-making process develops to adopt a concept. The role of the national government is also examined and the consequences and effects of its policy-making are discussed. Using semi-structured interviews 23 respondents were questioned. These respondents are employed at professional principals (housing corporations), concept contractors, architects and co-makers (concrete suppliers, installation companies). The Dutch market for newly built houses has undergone a change over the last decade. The market has changed from a supply-driven to a demand-driven business. Therefore, concept contractors have embraced the term consumer-directed building. To facilitate consumer-directed building, chain integration is of importance. Making use of chain integration and applying a high degree of standardization within the concept, it should be possible to create a home at a lower or equal price which facilitates more attractive specifications than a traditionally built home. It appears that a number of pillars must be met to make a chance to get a project granted. These pillars are the price, the quality (and subsequently the price/quality ratio), a short construction period, the degree of flexibility within the concept and the mutual trust between the parties involved. Research shows that the first adopters of a concept in the first instance have not explicitly chosen for a conceptual approach. In all three case studies the principal started the project traditional with design and specification documents. During the project it was found out that these projects were not feasible in a traditional manner, making the client look around what else was available within the market. In all cases the client chose for a supplier which he already had gained experience with and with whom he had maintained a positive relationship. By adopting a concept approach these projects could still be carried out, where it has to be mentioned that the factor price was an important criterion. Concept contractors wanted to realize projects with their new concepts and principals benefited of that in financial terms. In these cases the concept supplier was not able to fully exploit the benefits of the concept, because a sort of hybrid method arose due to the work already carried out in the preliminary stage. The projects executed after these first projects were all carried out according the concept specifications. By starting a project with a construction concept as a basis, actual benefits can be achieved for both principal as the supplier. The research shows that the role of the national government in relation to the decision making process of new housing concepts is of only indirect affect. The government imposes certain rules in the form of the building code and in respect of durability (EPC). She also proposes a maximum in price for a rented house so that it may be eligible for housing benefit. In addition, the local government has influence regarding external appearance of buildings in the form of a planning commission. The government makes up regulations to which houses must comply and as a result of that suppliers put concepts on the market which have at least the necessary applicable specifications. In respect of newly built houses the construction industry has made a decent catch-up. She realized that control of the entire process is essential to have a chance on the market these days. By optimizing processes and by implementing project untied cooperation ((supply) chain partners), several benefits can be obtained which the client marks as important factors. Certainly given the economic situation the last four years, price is still an important factor. Nevertheless, professional clients tend to more and more assess the total package instead of only focussing on price. With this approach points are awarded in respect of durability and sustainability, construction time, expected quality and the suggested project approach. However, as corporations are in financial heavy weather, the factor price remains on top.
