Abstract:Several developments in the political, social and technological area make it plausible that the application of eParticipation within interactive policy can provide added value. For now eParticipation is not being widely used within municipalities in the Netherlands. Hereby municipalities state that they have a need to share knowledge. In the current situation there is a lack of overview related to the goals and policy in the field of eParticipation. This research contributes to the development of eParticipatie by creating an overview of the experiences and perceptions of municipalities within the application of eParticipation. This includes looking at the adequacy of the channel for citizen participation, determinants in the development of eParticipation and the place of eParticipation within a multi-channel strategy. Within this study different factors, that play a role in the application and development of eParticipation, were presented to municipalities in the Netherlands through an online questionnaire. These factors were determined on the basis of a literature study and qualitative research. Ultimately, 75 respondents completed the questionnaire. The results of this study show that only a small fraction of the respondents actually formulated policy in the field of eParticipation. However, the fact remains that a large part of respondents have conducted initiatives within the domain of eParticipation. The perception of municipalities on the practice of eParticipatie is generally positive. Municipalities see eParticipation therefore as an enrichment in the possibilities of interactive policy. An important conclusion which can be drawn from the results is that municipalities see eParticipation mainly as a complement within the available channels. Also the preference for personal contact with citizens resounds strongly in the answers which are given by the respondents. The motives to come to eParticipation suggest that municipalities see a future in eParticipation. Through eParticipation they see a possibility to create better policies and increase their problem solving skills. It is also important that municipalities see in eParticipation an opportunity to close the gap between citizens and government. This is a main point in many of the answers given by the respondents. Hereby should eParticipation add something, but most important is not to exclude someone. In the further development of eParticipation there is room for improvement where municipalities take a critical look at the initiatives which are carried out. This fact has hardly been done. In addition, cooperation with other municipalities can give a lot of afford. This may not only make it possible to respond to factors which are seen as possible obstacles, such as insufficient financial resources. It can also result in an effective form of sharing knowledge. Latter is also recognized by respondents as an important part of the development of eParticipation.
