Abstract:In this study a survey is issued to explore the relationship between organizational culture, need for closure and commitment to change in the context of organizational change within the framework of the implementation of e-government programs. The results of the survey show that within a public organization subcultures with a mainly internal or external focus can be identified. These subcultures are related the internal or external focus of an employee’s job description. Differences in need for closure and commitment to change have been found between the identified subcultures. Employees in an externally focused job and subculture were found to have a higher need for closure than employees in an internally focused job and subculture. Furthermore, employees in an internally focused subculture were found to have a higher commitment to change
