Abstract:Flexible employment is an upcoming phenomenon in The Netherlands and the rest of the world. Research that focuses on this phenomenon is, from the field of psychological contract theory, also upcoming. But this research only focuses on the perspective of the employee. Until now, the employer’s perspective has hardly been analyzed. Tsui et al. (1997) and Tsui and Wu (2005) try to make a start in the theory building from this perspective by presenting four employee-organization relationships. They state that employers are only willing to make transactional investments in their flexible employees regarding HR practices. They are believed to hold a quasi-spot contract or an underinvestment approach towards these employees, and will not invest in a social, long-term relationship. But, these statements lack empirical research. This paper tries to make a start in this research area, by focussing on the specific domain of temporary agency workers. Within two companies in the eastern part of The Netherlands semi-structured interviews en questionnaires have been conducted with six line managers, one higher manager and one HR manager, during June and July 2009. The results only partially support the theory of Tsui and Wu (2005). Tenure, the amount of time a worker had spent in the company, has proven to be a crucial factor in determining the employee-organization relationship. Towards ‘long tenure’ temporary agency workers the employers held a mutual-investment approach, and consequently were willing to invest in a long-term relationship with these employees. Towards ‘short or medium tenure’ temporary agency workers it is found that the employers hold an underinvestment approach
